The Committee on State Building and Local Self-Government recommends that the Parliament adopt as a basis the bill on amendments to several legislative acts re entry on state service and service in local self-government authorities

The bill (Reg. No. 2343a) suggests stipulate possibility of appointing local self-government officials to the state service positions without a mandatory competition in case of compliance with requirements of professional competence level, in case of such people being in a personnel reserve of a respective state authority or after a successful completion of internship on a respective position. It also stipulates the same possibility of acceptance of state officials into service in local self-government authorities.

As it was mentioned during the discussion, the issue on shift or transfer of local self-government officials to positions of state authorities or vice versa is still unregulated.
